In 2017, the Southeastern Connecticut Council of Governments (SCCOG) completed a Joint Land Use Study (JLUS) focused around Submarine Base New London (SUBASE) and its neighboring Towns of Groton, Ledyard, Waterford, and Montville, and the Cities of Groton and New London. The JLUS was intended to facilitate mutually compatible land use planning between SUBASE New London and its surrounding communities. The study outlined recommendations including transit improvements, updates to local zoning regulations, and ongoing shared-service agreements.
SCCOG is now undertaking a two-part project to implement the JLUS:
Part 1 will assess local economic and market conditions in the immediate vicinity of SUBASE New London, develop proposals for revised zoning regulations, and conduct local stakeholder outreach within the community. Please visit https://www.grotonctzoning.com/subase-study for more information.
Part 2 will explore the potential regional impacts of expanded activities at SUBASE New London and Electric Boat, with a particular focus on the housing market and transportation (vehicular and transit).
